Don't need a dropfile, IGM status!  Yes!
Made the Gold and Expereance Sysop Configurable
	(too much complaining about Wise One making the game to easy...
	 don't want that......)  :P

As with DCLord, Wise One didn't read the comport from the INFO.<NODE> file
	if the sysop configured LORD to read the comport from a dropfile,
	so it left all the callers a Local..  BAD type-o.. :P  Fixed.

Everything the WiseOne Grants is configurable.
Added CBCC.EXE to configure Wise One
Works in a telnet BBS if the BBS uses it's own fossil driver to communicate with the telnet stream
	(Synchronet uses this method, and its the only bbs software that I can run to test it out,
	 as I'm NOT going to register a BBS backage to see if it works (Wildcat.. etc))
Added a few more magical items for the Wise One to see if the warrior is worthy of his help.
